Youth Council implements youth-driven prevention activities supporting a healthy lifestyle free of alcohol and other drugs. Members must sign a pledge not to drink alcohol or use drugs.

Comprised of high school students and 8th-graders throughout Fairfax County who meet twice a month to plan their programs.

During the year, opportunities are presented allowing the Youth Council members to represent the youth at UPC membership meetings and speak before local, state and congressional leaders at major events. Members are offered the opportunity to attend the weeklong state Youth Alcohol and Drug Awareness Prevention Program (YADAPP) Leadership Conference at Longwood University sponsored each summer by Virginia ABC.
